New images of HS to Your judgement!
Possibly this is not the milk creamer but rather the Catholic oil can, because it is very small and the hinges from the cap (cap is missing)

Early 20th C. Latvian souvenir spoons

From my collection. The spoons of Latvia, some are of Czarist period, the others are of the 1st Republic.
All are made abroad in Germany on the order and none are made in Russia or in Latvia.
