What's the scoop, hallmarkwise?

I have this little scoop. I presume it's for sugar, but might be for M&Ms. On the reverse is a mark I can't quite identify. Can anyone help?

The Tiny Ice Man cometh!

OK, I give up. What are they? They look like a miniature version of what an Ice man uses to deliver big blocks of ice. Are they for sugar cubes or something? They are springloaded to stay open.

They are marked STERLING and the mark for Lunt Silver on one side, and 102 on the other.
