It appears your ring is marked "TD", which is likely the maker's mark, not a hallmark. Hallmarks designate metal purity and country/city of origin generally, trademarks are to identify the maker. I do not know who the maker is.

The anchor in this case is part of the trademark (company), the hallmark would be the "10k", if the piece were english it would have an anchor mark in a cartouche and would likely be 9k, not 10k.
