I bet it is 12 for the fineness.
In German-speaking countries, Poland, and Hungary, the fineness was expressed in lot. mostly 12 or 13.

Steve is right, the item has nothing to do with Austria, it was made in Hungary between 1937-1966.
Unfortunately cannot see, what letters are in the triangle.
