Help with Mexican Sterling Vintage Apple Dish Mark

I think I'm aware what the eagle with the 1 in it means, Mexico City post 1948,
But does anyone know what the other letters mean ? (not the michuachan mexico, but the initials with the 3 underlines)

I think I found it, it looks like it could be an old Whiting mark, but theres no date mark on it which they began using in 1905 before they were absorbed into the Gorham company.

This was my mother's she didn't think it was silver, she got it from my grandmother on my fathers side's estate, they didn't communicate much, and I don't think she got any information about it. I searched the marks and one appears to be a Diana head with a 2 to the left and an A to the right ...
