It is absolutely silver.
If it were silver plated, the silver maker's mark would be in a square.

Hi, Believe it or not but it is really solid silver. Makers mark in Belgium are shown solid silver as a barrel and silvered in a square 1,2,3, and 8 represent the silver content (925 835, and 800) 1 and 3 equals 800 It is not officially approved, which is also not mandatory. The date quoted by Mark Rosenberg 1822? is a mistake. Unfortunately my Tardy on silver does not mention a crowned A for Turku/Abo.
