This appears to be Gorham GS15.
As for the use, sharpening steels have tiny ridges that run down the shaft that you piece does not appear to have.

Silver Spoon Marked ICS, IGS, GS or CS
I am tring to find out who made this large serving spoon. This is the only mark on the spoon. It is engraved 1810 on the underside of the handle. Witch Silver? Needing any information.
We have several pieces of this pattern and I am unable to find any information on similar pieces,the country of origin,the maker or the pattern name. My wife calls it Witch Silver.
