The Prague maker's mark is actually "RF" for Richard Fleischmann (1741-1822; Master 1768). The last digit of the date is lacking, but 181? is consistent with William's exile in Prague.

I don't think it's Carl August Langwaren: a jeweler who is last listed in Dresden directories in 1817. More likely Carl August Löschke (1765-1844), a gold & silversmith.

I agree that the A950 looks like a Belgian mark, probably importation. The maker "AF" with a star inside a square is that of Auger Freres of Paris: brothers Louis George and Emile Paul Auger, sons of Alphonse Auger (1837-1904), whose business they continued.
