Would someone please be able to identify the maker and rough date for this spoon, please? Stamped 13 1/4 and IT; I would think that IT is a maker's initials. Small Chinese piece

It's a bit battered and has lost pieces of the applied dragon but presumably Chinese? I'm not even sure what the object is - toothpick holder, liqueur /spirit vessel? Any contributions would be appreciated.

Sorry to sound ignorant but would anyone please resolve this dilemma? The tablespoon has the initials W•S which I assumed would refer to William Seaman with a hallmark date of 1834. Thank you very much, MS. I would have never found that. The decoration is typical of the style which you often see on Staffordshire pottery from the 1870s to 1890s so would fit in with it being an export piece.

I wonder if anyone, please, would be able to throw any light on this spoon, which I'm assuming is silver? It is stamped T&H which I can't identify as a maker - plenty of THs but no T&H. It also has another impressed mark, which looks to be a partly obscured date letter, possibly an uppercase...
