This is John Wendt's 'Moresque' pattern, design patented by Bernard D. Beiderhase in 1873 (D6967), E.E. Isabelle & Co. was a Cincinnati, OH retailer...

So it is Dutch then. The fact that there was only one hallmark threw me off from considering that.
