Hi, its Egyptian silver, W is probably date mark for 1946, as N is 1938. After 1946 the cat changes to "palmier" according to Tardy "Poincons d'argent"

If "N" is 1938 that would make "W" 1947 if that were the case, then the cat wouldn't be on there, there's gotta be a different ...

Cold War Soviet Eastern Block Silverplate flatware?
From the looks of the box, my guess is these were made in East Germany and sold to one of the former communist countries, The box has "coffeespoon" written in German here's pics,
