Ice Tongs...What is this Object?

This is a silver plated object with three, tong-like fingers on one end. It has a beautiful, enameled flower on the other end. When you push down on the flower, like a syringe, the tongs open. Is this an ice tong? I'm baffled. Oh, and there are no marks whatsover on the piece. Thanks! http://img.ink...

I'm following up on my own post. I have done a bit more research on this spoon. The retailer was C. Oskamp who were located in Cincinnati. Duhme & Co. were a large manufatuer (as well as retailer) in Cincy during this period. I've searched my resource material and can't find that Duhme ever used...

Maker's Mark on Coin Silver Spoon

This is a 6" long, coin silver spoon. The mark is "GH" in an oval cartouche. Does anyone recognize the mark? Thanks.
