Thank you both for your replies. Yes, it does appear that the band is applied. I too found that the writing consists mostly of Turkish surnames. Perhaps this was a presentation piece as when I looked closer I can make out the date 1952. Thanks again, I appreciate the help. - Angela

Hello. I have a pair of silver tongs that have English looking markings but no city stamp. They feel like coin silver to me but are not marked as such. Any suggestions would be greatly appreciated.

The mark on your necklace looks very much like a worn down John Hardy mark. See the photo below of what his mark usually looks like.
