I agree, Algeria or Morocco, the left and center marks are none too clear and may have been intentionally effaced. The right hand mark is rectangular and has been overstamped with the crowned shield mark with the boat, I think we might be seeing a mark from Libya for the first time. Below is the sea...

Cannot identify it with certainty, but it is similar to the mark illustrated in Rainwater for the Sinclair Mfg. Co. of Chartley, MA., in business ca. 1950. The measure would match nicely to the time period.
