It was designed by Belgian sculptor Harry Elstrom ,Born: 1906, Died: 1993.
Signed bottom: Elstrom
If it has a postal horn in the back, it`s issued by Belgian Post.

There is inscription in Hellenic ΠΕΓΑΣΟΣ (Pegasus, a winged horse).
First four letters ΠΕΓΑ are within the tail, ΣΟΣ letters are between legs.
What`s on the other side of the medal ?

Can you show better close up images of the marks ? My conclusion was based on what I have seen in your images; assay office letter cannot be seen, kokoshnik head blurry, 84 distorted.

Imperial Russian marks, but I think they are faked.

I think there is Italian-German connection here. Italian mark with ``fasces`` indicates the period of Fascist party 1934 -1944, and 10 FI should be 10 FI, the mark of BINAZZI ADRIANA in RICCI fu Cesare Via Romana 63 FIRENZE registered 27/4/1935. I opt for the period before or during WWII, although the maker is unknown to me. It`s unlikely the ring with skull motif was made in nationalized workshops under Soviet occupation.

I think it`s Hungary after 1936. Small works .800 indicated by number 3 in front of dog`s head. No assay office code letter.

I think it`s Portugal, either Lisbon or Porto; cannot see properly.

Jugendstil style tells everything about the production period; after 1900.

Only matching initials are: LEVIN Stepan Kuzmich, founded in 1875, Plyushchikha, Frolova village. I doubt it`s legitimate (genuine) Jean-Baptiste-Claude Odiot mark (diamond shaped mark is reserved for pure silver), not for silver plate items where rectangle mark is expected.

Stop searching for the maker. Sterling indicates fineness and the number is internal manufacturer`s pattern number. Those things are impossible to identify unless there is exactly the same pitcher with the same pattern number and an aditional mark of the maker, which is practically hopeless mission....
