The writing is Cambodian, but I don't read Cambodian/Khmer.
The number may be 800, or 900, which would indicate 80% or 90% silver, if accurate.

Hi dani, Japan produced beautiful items made of pure tin that looked a lot like silver. I believe that is what you have here (unless you have tested it as silver). I learned on another forum that the bottom two characters are 徳力 meaning "Tokuriki" which is a very old company in Japan that deals in precious metals.

Referring to the (right side up) photo posted by Oel, the character on the right ( 银 ) means "silver", but the character on the left ( 纹 ) is not the word for pure. I've never seen that on a silver piece. Google translate says it means "pattern"

Hi, The Thai writing (written with dots) says it's a high grade of silver and that it weighs about 2-1/2 ounces. It looks more like Whiting than anything else I have seen. I have a similar one, also unidentified so far, on a matchbox holder. The extensions from the circle are straight lines, not looped. I second the comment by Dognose: The Chinese characters most probably identify the actual silversmith, with KW, Kwan Wo, being the retailer. That's how it usually was with most of the Hong Kong and much of Chinese silver of that period.

The characters on top are 純銀 - pure silver (but it could be sterling silver, or higher)
