The lid would be marked, but incompletely, it should have a lion passant and matching date letter.

Hi, I believe it must be Société Parisienne de Bijouterie, mark first registered Paris 1902. Their mark is Ste.P with anchor in between. Hi, The mark looks very much like a French "obus" maker's mark, used on exported silver, the "sterling" mark would not conflict if French and made for export. If you could provide a clear image of the letters and the symbol between, we may be able to ID the maker. Regards, Tom ps...

Wologda is a russian city, but why it is written in latin letters? latin letters and Germanic spelling. I read the mono as "H. Struck", just a guess, but I suspect the spoon was presented to Herr Struck, or commissioned by him, as a keepsake of time spent in Vologda in 1914. Regards, Tom

As mentioned, I think the written and pictorial mark are probably from the same workshop. At present, there is just no way to know. It is pure conjecture, but not without sense.

Mexican pieces of this period are often higher in purity than sterling, also, on occasion, lower. Whichever it is, it really does not matter.
