Not an Exeter mark at all in my opinion. They look like pseudo-marks, possibly Chinese export? But as far as I can tell they are not something which has previously crossed the 925-1000 radar.

The C is not an official mark, but may be a journeyman's mark; i.e. the personal mark of the workman actually responsible for the piece. Alternatively it could be some sort of factory mark to designate the set (pattern, size, etc) for which it is intended. Or it might be something else....

Yes, that's a thought; 12 cm hadn't crossed my mind! But it's definitely too small for soup, and probably also for gravy. It must be for something needing precision pouring.

I suggest that it's probably a punch ladle, the spout being for accurate delivery of liquid into glasses.

This is German, typical of a Hanau pseudo-mark. We have an illustration of the mark on our Hanau page, but have not been able to attribute it to a specific maker. Scroll down to the "Unattributed" section and it's the second mark in the left hand column.

The Edinburgh Incorporation of Goldsmiths have a section of their web site devoted to makers' marks. They normally have a fairly comprehensive coverage but unfortunately HMS seems to have slipped through their net and it is not currently possible to assign a name to the initials.

I can't help with a manufacturer's name but it's definitely silver plated as the lettering reads "Sheffield Plate".
