I've seen this mark several times but not found who it belongs to. From what I can tell it is a 1990's to now manufacturer. That is a fake hallmark, whenever you see the head mark it is a dead giveaway. The true eagle assay is a full eagle body, check the Mex hallmark section to see what it should look like. Nothing in the Mex hallmark book but that's not uncommon, most Mex maker's aren't identified.

The mark said Hecho en Mexico which means Made in Mexico, it may not be sterling, lots of this style were done in alpaca, an alloy of nickel, copper and zinc so you may want to test it.
