Forgot the to mention the time span. The P is not a year mark. Your set is much younger. It is from the latter part of the 19th century.

I hope you want be disappointed but your set is not from Sweden only the steel parts are. The shafts are made in Copenhagen in Denmark. In addition they are not in silver but silver plated. The two tower's mark is the Danish symbol for plate. The Danish silver mark is three towers.

Indeed confusing as well as a bit strange marking. The riderless horse as you call it has nothing to do with Russia. The maker's mark M.P. could be Mitrofan Ryndin 1886-1916 in Moscow. Kindly take picture with the camera's macro function (usually a tulip symbol) and focus on the marks only. Alternatively take the picture trough a magnifying glass or loupe (x6-10). Your last picture does not help much if anything, sorry for that.

The Swedish import mark three crowns in an oval frame was used 1913-1987. The Swedish mark S in a hexagonal frame indicates without any doubts that it is in Sweden tested silver. The marks on your item are more than dubious, what is it? One should always show at least two pictures, one of the object and another of the marks.

If we assume that the maker's mark would show the initials GJ, it might be Gustaf Johansson 1913-197X. However, I'm not 100% sure but I couldn't find any other suitable maker.
