The HP mark in the middle resembles the mark of Hans Peter Oeri from Zürich. Born 1637, master 1672, died 1692. So Bossard imitated marks of earlier periods.

There is no reason to to doubt this is silver. To me this looks like the work of a small silversmith company from around 1850 to 1860. I support the points made towards Pochon Frères in Berne. And to address Oel's concerns: The grouse and bear were not mandatory and no enforcement was and is there in Switzerland to hallmark silver items. Not a lot of silver items from 1890 to 1930 bear the grouse mark, so we should not worry about...

Dear touqeer If this "mark" is in the middle of the base then it is most probably not a hallmark but just the center point of the metal forming process on a turning lathe. I think your item is silverplated I suggest to clean it. Hallmarks on silver plated items are often very light or fine...
