Need help IDing Hallmark on heavy tray

This one has stumped me. Does anyone know this hallmark? It looks like a guy in a traditional head dress holding a shield and hammer? Any help would be great.

Here is a pic of the tray. It's got ornate edges and very unusual separations into 3 sections within the middle of the tray. The tray is a large oval shape and weighs 2.2 pounds or 997 grams.

I can't find the company name, but I did find the exact same marks on another tray, and they are clearly N.S.Co. STERLING MEXICO, with the Knight's head. Hope that helps.
