Help determining age, maker on Mexican silver tray

I need help determining age, maker on this silver tray found in the trash! Measurements are 16" by 9".

Hello.
Can't help much, don't know who MRR is.
Have seen that mark before along with a Perlita mark.
Perlita is a retail store in Mexico City.
The Eagle mark one indicates Mexico City.
