Help ID Mexican silver initials

I can read Mexico 925, but not sure what the 2 marks are beneath. My best guess is RL, but not sure about the L. It could be a figure instead of an initial. I didn't see anything similar looking through the site, so hope someone can give me some help. And what exactly are these tiny cups? Only 2-3/4" high and 1" across. Liqueur? TIA
