It's a Vietnam silver, c.1930-50s, probably Saigon.

The character is "壽" which means longevity in Chinese. It's a common-used motif in China, Korean peninsula and Vietnam. Though people in Koreans and Vietnam have stopped writing in Chinese for dozes of years, you still can find some Chinese characters as ornamental motifs in newly made items.
