WWII ERA NAVAL AVIATOR WING HALLMARK

A member of another forum I belong to is trying to identify the Hallmark on this World War Two era Naval Aviator Wing...So far it has had everyone stumped...Any help would be appreciated.....Image

I have been trying to find it but I can't figure it out either. Every time I find one of these old military sterling silver items I can't figure out the company that made it, for example:

Not to hijack your thread, everybody reading this, don't even worry about the image I just posted. I just posted it to demonstrate another item of USA Military Sterling Silver with a hallmark that is impossible to identify. Did these sterling silver companies partner with the US Army? Did the US Army give them money to produce these sterling silver items? Or were these just private companies who made sterling silver items with a military function?
