Pin, maybe of Britannia and the Dragon

A friend of mine owns this pin and asked me to help identify the hallmark. I couldn't find anything with it / on it / about it.

Not a hallmark, but a maker's mark, it's Unger Brothers.

My best guess is that this is the head of Minerva, a classic image from Ancient Greek Coins, and the dragon might be related to this:

"In Greco- Roman legend, Draco was a dragon killed by the goddess Minerva and tossed into the sky upon his defeat. The dragon was one of the Gigantes, who battled the Olympic gods for ten years. As Minerva threw the dragon, it became twisted on itself and froze at the cold North Celestial Pole before it could right itself."
