While the 830S mark is associated with obsolete European makers there are a couple of details about the piece that look NQR and should warrant closer examination. While it might be an artifact of the lighting used in taking your photos, It looks like the edges on this piece as showing through to copper.
The spike in Spot Silver price Sep 2010-Sept 2011 coupled with eBay's overseas growth triggered a plague of counterfeit silver.
