Birmingham Clover Pendant

Good evening

I have this clover pendant made in Birmingham 1927 by JA Wylie & Co. It has a Reg Number : 668015. What does the symbol stand for? Am I rite if I think its for some organization?

An altered Shamrock? Pretty close to the date Ireland was officially split in two...so, perhaps something for the north partition?

Perhaps this symbol could be associated with Japanese Kamon (family crests) symbols; based upon three oak leaves and swords encircled.
