Spoons bought in London in 1938

My granddad bought 12 silverplate soup spoons or cream soups in London in 1937-1938. On the box they came in is a sticker with only "St James". I read the hallmark as JCE&S. Is anyone familiar with that manufacturer?

Not identified.
A1 denotes the first quality of silverplating (thick silver deposit).Used in Britain.
