Hi,
It`s American, made by E. & J. BASS - New York, NY (1890 - 1930).
Take a look here for exactly the same set of marks:
http://www.925-1000.com/silverplate_B.html
Whitney jewelry co. was the retailer.
``Sheffield`` denotes the method of manufacture and marks vaguely resemble Brittish marks for Sheffield, but they are NOT Brittish silver marks.
Regards

Re: is this Sheffield bowl solid sterling?
so what your saying is this means it's just plated or something
Re: is this Sheffield bowl solid sterling?
Yes, that is correct - your piece would be silverplate, not sterling silver. Bass were well known silverplate makers. In the US, if a piece was "Sterling" it was usually marked as such (to provide comfort to the purchaser etc). Also, the marks are wrong for British sterling silver - for one, the "lion passant" isn't in a cartouche.
