I can not identify the mark on this subject.
The seller with high reputation has identified this item
as the German Silver Shell Dish Signed GEO III FORMS.
I would like to know also the time (period) of manufacturing

Welcome to the Forum.
All I can say is the last two marks contain devices popularly used by English silver platers.
'German Silver' was a popular marketing term used for plated wares, up until the Great War.

I know about "German silver" and this problems.
I'm aware about the alpaca, neusilber (nickel silver) , german silver.
In the description of this object was a test - coin silver,
seller confirmed this, which is lower than sterling silver, but above .900
I have no reason not to trust him, tests in Moscow have shown the same thing.
This item - not a dispute, I'm really interested to know about this hallmarks.
There is another point. According ornament I have a version that is India, the colonial England, ore Asia.
A similar stamp has Hippolitus Poignand (Calcutta 1793-1805)

Although the subject looks like continental Europe, it seems that there are oriental motifs in the ornament.
Besides - the seller - a specialist-collector in Asian silver.
But I could be wrong.
Maybe someone have or someone has seen similar items?

the shown object do not look like European made - very crude and "homemade".
I enclose photos of German made objects - very en vogue at that time - in different sizes and styles available.

I`m afraid, based on the style, craftsmanship and ``starfish`` mark, it cannot be attributed to British silversmiths working in Calcutta.

I would opt for Vietnam. It is a crude (lack of skills and tools) copy of the known pattern without understanding the details. Just look at the dolphin legs.
They look more like tadpoles ....

I agree with Trev.The marks are typical silver plate marks; the first mark could represents a coat symbolic for a skin of silver, the Fleur the Lis, followed by a letter. Do not know how you have tested the fineness but I do know acid test on silver plated items can be very unreliable.
An other option could be we are looking at pseudo or fantasy marks.
