Hi,
Welcome to the forum. One of your images is embedded.
I think it`s pewter and 95% indicates the percentage of tin in the alloy.
Pewter is much softer than silver – easily checked.
Why do you think it`s made in Romania? Unless there is an inscription, the provenance is uncertain.

Hi,

Welcome to the Forum.

Agree with AG2012, these are pewter. The maker is Scheffer Klute of Sundern, Germany. The company was founded by Karl Scheffer Klute in 1921.
