Help in Antique Hand Chased pitcher ID Lion, crescent dragon?

Just curious what this is. I believe my grandparents received it as a wedding gift in 1924. Sure it's plate because there is no silver content # and the polishing has revealed the underlaying of copper? I love it. Any ideas?
