Maker H. L. Welch?

Object-Brass Base Spoon (some silver colored spots left from lost plate). Mark-H. L. Welch stamped. [Name has been spotted on pastry fork (described as plated oyster fork) and also associated with a supposed coin silver ladle.] Not showing on any sites as makers or retailers so far. Possibly Canadian?
