Need help deciphering hallmarks on pitcher

Hello,
I need help figuring out the origin of a water pitcher. It appears to be copper with silver plate.
It has very intricate designs that I believe were hammered out from the inside, of leaves, grapes and vines.
It has 6 hallmarks and a number.

a Lion, with raised front paw
an "A' on a 'shield' that has simple horizontal lines across it
what looks like fronds gathered on a base with roots[?]

Then under these, 3 squares that have;

an arm holding a hammer
a bell
another arm with hammer

And the number 47
the 4 punched in
the 7 raised

Not a lot to go on, But I hoped someone will try to help me
