Wallingford Co.'s Grade marks on Commercial Item

Teaspoon (6-inch) produced for unknown J. W. R. Co. (possibly J.W. Robinson Co. department store) and bearing grade marks. I'm reading this as A-1 standard at 2 troy ounce per gross with Heavy referencing the base metal rather than the plate. I wouldn't expect a fountain/tearoom/restaurant or employee lunchroom/commissary item to be 1/2 of Standard grade. Wallingford flatwares rarely seem to carry grade marks, but is anyone reading this differently?
