Dating Pretty Puss

Childrens' sets by "WM. Rogers & Son AA" (part of IS Co. from 1898-). Seems to have rear design creating engraving reserve area. Shape not an exact match to other regular line (patterned) flatwares. In this case, solid knife is flat like a butter spreader (round handles also exist). The closest storyline match to the name seems to be from Raphael Tuck's (1880's) "Pretty Pussy" with some similarities to the cover art for "Puss and Her Friends". This puss does not wear boots. Could these sets be from the pre-1900 era, or is there a way to date them? Regards, Basket case in pussyland (see Tuck's cover art).
