Called a "silent butler", used for removing ashes (or leftover ham sandwiches if you choose so). Mark is attributed to Forbes Silver Company found here: http://www.925-1000.com/silverplate_F.html

If the letters seem odd, I believe it was marketed as part of the Kensington Silverplate line. Forbes lines had long been part of the International Silver Company conglomerate through the Meriden Britannia Co. subsidiary firm.
