Waiting for better photos of mark, but we know for sure it is Dodge's "Queen Victoria" line of silverplate wares. Engraved for the elusive Palm Springs Polo Club, a toasting organization formed in the 1930's(?-not exact) to celebrate the participants in these horse games when they came to the Cochella Valley oasis for the rich, powerful, or famous. [Not to forget the presence of the dude ranches.] Small structure (no photos) existed until 1948 when it was demolished and replaced by other facilities. Members of PSPC were known to still be around as late as 1958, but had largely forgotten their own origins. Could Dodge (Los Angeles) have been providing this ware before 1940-41? Perhaps it went through a Palm Springs jeweler's engraving work. No known table service items so far.

From Los Angeles Times obits (1985)...Ray E. Dodge moved back to Chicago to found Dodge, Inc. (trophies). He had shifted to Los Angeles by 1930 (maker of the Oscar Awards statues).
