ID makers mark - 3 leaf clover?

Hello,
I was looking through the forums and makers mark database and can’t seem to find a match. I am posting this in the silver plate forum because I am not 100% sure (but I believe) it is coin silver yet, and was hoping to first identify the piece before verifying.
The mark looks like two 3-leaf clovers, but it may end up being something else and could be why I can’t find anything.
