Hall & Elton (Serif) Medallion-"Who Did It?"

Medallion Pattern has been established as Hall, Elton & Company of Wallingford at least 1867 to before International Silver lineage. But what of the maker marks in serif letters...are they Hall & Elton Geneva, H, E & Co. Wallingford, or International Silver Company (up to at least 1904..information retrieved on this site)? Looking at other pieces including another such ladle, I see many detail differences both inside and outside the central element that do not seem to be explained as die wear...some details are moved or shifted and others are shaped differently.

The stamped mark is 12mm end-to-end, or about 15/32":

Two shots of the wear point (bowl base at back) since so many discussions of plate and base metals revolve around these firms:

Handle thickness increases as one moves toward center, going from 1 1/2mm tip to 3mm max, and back down to 2mm above bowl.
