"Silver" Spoons Identification and Origin?

Hello,

I purchased these spoons from a "hole in the wall" dealer. He didn't know anything about them and I have no idea where they came from. I've checked a pewter website, and they had no information about them. They didn't know what the markings meant, the century made, or the maker of the spoons. If they aren't pewter, I'm guessing they are silver, maybe? Thus far, I haven't seen them on any site, and the markings seem to be one of a kind looking (to me). They look handmade and chiseled/carved. Can anyone tell me what they think and any help would be greatly appreciated - and, if I did happen to miss the markings here, I do apologize in advance. If you require more pictures, please let me know. Thank you,
