I need help with identifying the makers mark of this knife. Is this knife sterling silver?

Hi,

Welcome to the Forum.

Not sure why you are only showing us part of the markings, but the part you are showing is the mark of the Sheffield Cutler, Wingfield, Rowbotham & Co.

The blade will be steel.
