Silver Candelabra, strange hallmarks

Good evening, I'm long time reader, first time poster. I usually find various silver items at thrift stores and have always found everyone's post informative. Try as I might, no amount of googling has helped me find the maker of this piece. Nothing but three abstract hallmarks. Thank you in advance
