Up Top Sterling marked on bracelets

Hello,
I purchased a lot of vintage sterling, and included were a group of bracelets with Up Top STERLING marked on them. I tested with 18k acid and tests silver. Has anyone heard of this? I thought it meant silverplate, perhaps that is a maker? Any insight is appreciated.
