Need identification salt spoon

Item must be marked "Sterling" or "925"

Need identification salt spoon

I need to find the maker of 10 salt spoons. The front of the spoon is plain, no markings at all. The back of the spoon has a "STERLING" marker and a whale marker on it, nothing else. The spoon is 2 1/8 inches long.

The trademark is a variant of the International Silver (Wilcox & Evertson) Indian-head - the pattern is 'John Winthrop', introduced in 1911.
