Souvenir Fish & Fishing Rod only Marked with Sterling Stamp

I Collect Yellowstone Park spoons and other like Montana related spoons. This one here is 4.5" Yellowstone Park spoon that is extremely thing and looks like it could be a rainbow trout at the end of a fishing pole with the bowl being decorated with Yellowstone Park. I have searched patterns and common souvenir makers for the national park but I can not find a single maker that matches. I know Joseph Mayer & Bros made some souvenir spoons depicting fish but not like these.

I am beginning to think this is a Watson Company spoon due to a similar souvenir spoon with the same rod style just different fish that has the W in the flag hallmark next to sterling.
