The mark that contains the number '23', looks like an Israeli mark.

Hi welcome to the forum,
Dutch import/duty mark, the Boars head in a triangle used 1893- 1906. It did not give any guarantee on precious metal content. It has been used as a duty mark on metal with a gold or silver content of 250 minimum. Next to it a weight indication mark with the number 6 (or perhaps 9), this particular weight indication mark used 1865 -1905. These weight indication marks consist of a series of 20, with the numbers 1 to 20, multiply the number by five to obtain the gross weight in grams, in this case the weight; 6x5 = 30 gram. These marks give no guarantee by themselves but must always occur in combination with hallmarks or duty marks.
