Sugar toungh is it German?

I have been in Berlin and found this sugar toungh. Its normal size problem is it has no hallmarks at all. Its clearly biedermeier in style. My estimate is around 1820.
Biuedermeier or Empire - could be earlier than biedermeier.
Decoration the flower bowl with a romantic heart.
Its a nice piece - but origin? I have chosen the section German Silver - did also think Other countries but ended up in German.
HvP - H. von P - the von also indicates Germany - even if the von also used other places, like Sweden. Tha fact bought in Berlin, also indicate.
My question - based upon decoration. Any ideas of origin?
